I think I found a ghost house

I'm in a need of some help in identifying the owner of a property in Philadelphia, PA. In short, I have tried all of the following but all info points to "General State Auth" a Pennsylvania State Department. However, I have spoken with this State Department and they said they don't have this property in their inventory? Considering that I have also tried the below items, should I try to get a title search? This house has been vacant for as far I can remember when I was kid living on the street. I personally don't have any interest in investing in the house. I just want to know who to complain to about the state of the house.


Property: 1842 N Marshall St Philadelphia PA 19122

Philadelphia Dept of Records: I paid and searched for any old deed records and couldn't find any. It only goes back to 1974 but the house was built in 1900.
