Water bill standards

Hey BP,

I will be renting out the upper unit of my duplex that I am also living in. There is one water meter shared between units.

Am I able to charge a monthly set amount for water from the tenant? Or since it is one meter do I have to eat it and work int into my price of rent? 

I have gotten conflicting explanations and want to understand the expectations of renters in the area of Brooklyn.

 This Brooklyn / Old Brooklyn in Cleveland, Ohio? If so $915/mo for a duplex is way out of line with the rest of the market. The unit will be unrentable.
