Garfield Heights Rental Market

I'm interested in hearing more about the rental market of Garfield Heights in Cleveland, Ohio.  From what I found in my research is that it is a B-C market with rents ranging from $600-1100 depending on the size of the unit and location.  It isn't the largest rental market with roughly 25% of residents that do rent but it is conveniently located with minimal travel times to get anywhere in the metropolitan area.  

Can anyone elaborate more on this market and how good of an investment this could be?  It seems like a good opportunity but it would be helpful to hear the downsides from someone more knowledgable in the area.  Thank you!

Something to consider...why would a city need to have an extra point of sale interior and exterior inspections? What area conditions and circumstances would make such an official inspection process part of selling a home required? I get it helps some locations but for some non local investors perhaps find out why this part is a requirement. Then consider if it is really that needed should you really be looking to invest in such a place from 1000 miles away?
