New investor tips for Cleveland

Hi Everyone! I'm wondering if anyone else is in the same boat as me that has bought a property in Indianapolis and is looking to/already bought properties in Cleveland as well. Are there any rental laws or processes I need to worry about that are more unique to Cleveland? 

i.e. POS violations seem to be unique and quite common. Any guidance or articles you can point me to would be fantastic. Thanks!

Following are some items of potential interest:

Some communities here have P.O.S requirements

Some communities require annual rental permits.

Some will hold eviction hearings in downtown, and others will hold eviction hearings at the local court.

Property tax rates vary from a low of about 1.9% of valuation in Independence, to a high of almost 4% in Garfield Heights... of course services are far better in Independence.
