Financial & Medical Assistance Programs for an illegal resident?

I currently have a Columbus, Ohio tenant that I'm unsure if he is a legal or illegal resident in the US. I have belief that his Visa has expired.

So the tenant is currently in need of a medical surgery (costing around $12,000), but because he doesn't have enough money, he is currently suffering through it. In addition, he is having trouble paying his rent and other bills.

What are some Ohio financial or medical assistance programs I can recommend to help my tenant? Or are there any resources or programs I can get over to him?
