Help with TAX LIEN Sales in Illinois

Would like to know/hear from anyone who has bought tax liens from the city of Chicago, Illinois

From my research it's a bid down process starting at 18% and IF successful the home owner has 2.5yrs to pay you your principle and interest. IF NOT PAID back in that time you would have to go through the legal process of claiming the property

MY Question, what have you seen as the average winning % for these liens?

What is the average pay back period?

Have you ever been successful at claiming a property after the 2.5yr time frame?
