Why will someone buy this tax lien during tax sale?

I was looking at our town last year tax sale record. One sale I noticed was Property Tax due was $13773 and it was sold with a premium of $72600. Why someone will pay this high premium for this tax sale?

People bid well above lien amounts in many states. They bid the interest way down below the starting rate in states that handle it that way.  The tax lien business is very competitive and sometimes the bids don't make sense. 

Mu guess is someone figured the property is worth a lot more than $73K
