are tax lien actions worth it

I am thinking about participating in the howard county maryland tax lien auction.  From one of the seminars I took it was stated that finding the trustee was a better route than bidding on a lien as big companies can buy them up easily and banks normally won't let you get a property if too much is owed.  Were the presenters correct or were they just blowing smoke in my direction.
