Abandoned/vacant property with years of unpaid taxes

Theres a vacant distressed property that no one has paid property taxes on in over 15 years the taxes due are more than the value of the lot and the home probably needs demo'd.  The owners listed address is the address of the vacant property.  Question: 

If I approached the tax assessor with an offer to purchase the property for less than the value of the lot (in resale condition) would they wipe away the taxes owed and sell it to be able to start collecting on that property?
