Do companies that buy tax liens sell or hold

I came across a home that has been vacant for the past few years as the owner passed away.After doing some research I found the tax lien was bought by a company that seems to buy a lot of them in my area.What I was wondering was if these companies tend to want to sell these properties or do they hold for there own investments.The house has not been foreclosed on yet so they just own the lien If I'm understanding the process correctly.My thought was contacting the deceased persons heirs and trying to work something out with them.Anyone ever go this route.I'm new to REI so I'm still learning the process.Thanks
