Redeeming property taxes,property not probated

Can an heir to a property that the tax liens have been sold for the prior two years redeem the taxes with a will or does it need to go thru probate first ? This is in Illinois. Also since the tax liens have been bought for the two prior tax years by two different people which one has priority over buying the taxes this coming November at the tax sale ? Thanks !!

If someone shoes up with money or mails in a check they might apply it to the back taxes. No one has asked me for an ID when paying taxes. If a certified check where mailed in they might assume it was from the home owner.

Not sure how priority works with multiple leans. Would first one not have priority?
