Got DECREE CONFIRMING SALE from Court of Shelby county, Tennessee

A few days ago, I received the above court file of a vacant land I won at a tax sale in Shelby County, Tennessee.

I searched on Zillow.com, this parcel of land seems only worth about $5000.

I already spent $1900 at the tax sale to win.  If I spend $2000 to $3000 to go through the Quiet Title process, that would make this deal not profitable.

What can I do now?  

Can I ask the county to transfer the title to me and change the owner to me in gov's deed records?

Can I just hold this vacant land for 3 years and then get a title insurance without the Quiet Title Action?

Will the longer I hold this land make it cheaper to get a title insurance?
