Who should pay for yard cleaning?

Hi all, 

Wanted to consult with you, since this situation frustrating me: 

My PM cleaned the yard's on my expense (100$). 

To her words: "The neighbors next door moved out and had tons of crap on the front of the lawn and it carried over to our yard making the place look terrible. I had my lawn guys go over there and help remove the items. The tenant needed help and had no one else to help her so I had my lawn guys go over there" 

Is it acceptable that the landlord should pay on this kind of stuff? To me it sound obvious that the tenant should pay, but as an out of state investor (SFH in KS MO), I would love to get another opinion.

BTW the tenant paid only 600$/1090$ of her rent, and we allow her to pay the rest at the end of the month due to Corona.
