relocating tenants for a rehab

my heart is a bit heavy. Yes, we got two properties in escrow to rebuild and add master suites on to. YAY! But these properties have tenants. They are being served tomorrow the 30 day notices from the seller. As the project manager I want to offer them a cash incentive to move out quicker. It is a low income neighborhood. Has anybody done this? Is this illegal? I would like to help them find a place as well if they need help, and help them if they need to have garage sale, this is a lot of stuff in the yard. It is my nature to want to counsel and encourage them and find a healthier spot for them and the kids to live.

Am I pollyanna here? Is it possible to try to make this a good experience for them.

This place is NASTY they are living in, very old and even holes in the roof (SERIOUSLY I CANT BELIEVE THEY ARE HERE)

Cash for keys is definitely not illegal. Go into the approach about how there are so many other better places out there, and how they can get a better place and they deserve it, etc. Sometimes buttering people up really works.
