How do I research a market

I'm interested in getting into real estate to rent or flip. But I dont know where to start, when it comes to knowing where I should buy. How can I tell if a neighborhood is up and coming or if I should stay clear. Dont want to lose my shirt and buy a lemon. Any advice will help this newbie.
