How to target houses late on taxes?

So i have requested and received a couple of county tax delinquency reports, whats next? How do you use these reports to target properties? The reports i received had over 500 lines of properties, so they are extremely large (at least it seems that way for me).

My first step was to extract all of the properties in one city then to only target properties from 2018. What next? Driving for dollars to analyze properties, google research looking for a contact info, or just direct mail?

What am I missing?

@Shane Smith You can cross check your list with public records to get a lot more information on the properties. Doing this may also reveal contact information of the actual owners. Then you can choose a lot of different methods to approach these potential sellers. Cold Calling, Direct mail, door-to-door knocking, RVM etc.

I would suggest using direct mail only if you can follow through with a proper mailing campaign. Direct mail is only effective when done right, which means, planning out a budget, scheduling your mailers, sticking to this schedule and following up responses. So, unless you want to put in the time and money into direct mail i suggest you try other methods.

Cold calling is a good tool to use as long as you can brush off the occasional angry conversations. Facebook and google ads seem to become more and more prevalent in targeting potential sellers as well. 

After this comes driving for dollars and door-to-door knocking. You can drive for dollars to assess all external damages to the property that may need repairing and to make notes of other potential properties to buy in the area. Door-to-door knocking is exactly what the name suggests. Go up to the houses, knock and talk. If you can get yourself inside you can also make a quick assessment of other repairs that will need to be made.
