Can I wholesale an entire business?

I got a call from a direct mail campaign and the guy says he wants to sell his entire business of 37 employees and 4 restaurants, with the name and everything and pack and move to Florida. He said they gross about 1 million per year and would like 70% of that, about 700k, but is open to negotiating. He said his motivation level is on the rise too. How would I Go about wholesaling this?
