Water shut off valve
I was attempting to shut off my water valve from underneath the sink in the bathroom, however I learned that the shut off valves no longer work. I had to turn off the water at the meter outside. So I went to lowes to buy new shut off valves and when I started to unscrew the valve water was still coming out of it, despite all the water being turned off throughout the house. Does anyone know why this is happening and how to fix this?

There will still be residual water in the pipes even if the water is shut off. Try to find the faucet or drain valve near a low spot in the building (basement or ground level) and drain what you can there by opening them up. Whatever is left in the pipes when you change your valves should be minimal.
