dog urine carpet glue

Renter moved out and the dog left his mark. I pulled up the carpet that was glued down to wood. It looks like the wood had been previously painted. I managed to scrap up the loose stuff and the bigger chunks of glue. Do I have to remove all the glue before applying BIN primer or can I apply it over the carpet glue. Would it still smell if I did that? I am guessing the glue would not absorb urine???
