Tri-plex problems, flip?

im so stressed out right now, i have a tri-plex , basement,main, top, my main is all gutted out, and my plan was to redo everything, and rewire will cost me 5500.00 just for the main floor, but im having second thoughts, because half of my basement flooded from a bursted pipe(it was covered by insurance) but on one door it floods a bit everytime its rains hard, is this worth keeping or should i just put sheet rock up and sale it? Is it worth going through all that money to rewire the house ? (1935) built, rentals 425 basements, 425 upstairs 800 main when fully rented, any response will be helpfull and feel free to ask anything i missed, thank you
