dirty water

A few months ago I had a water line break which was repaired. Even now when I turn on the outside spigots (front or rear) the first couple of pints of water is brown-dirty. Does that indicate there is another break? Those spigots aren't turned on often, but have been enough that I would have thought any sediment would be out of them.

Water from spigots inside the house does not have that problem. What's the explanation?
