Baseboard heating on 2nd floor

When running baseboard heating to a second floor, do you run conduit down the first floor walls then down to the basement?

We normally run conduit OUTSIDE the building, unless there is an easy chaseway to use through the first floor.

As to thermostats - Unit mounted stats are the best and cheapest and easiest.
