County Website Help

I've been compiling a list of absentee owners using my local county website, and my question at this point is how do I go about choosing the way in which I look up these suspect property owners. Do I just choose random streets all over town, or search popular last names, or just choose a particular zip code and stay within it until I get a good amount? Any guidance and or input would be greatly appreciated at this point!!!! HELP ME!!!!!!!!!
