SEO - On Carrot - who to hire

I got membership on On Carrot.

I think it is a good platform as it gives tools and training to get a great website highly ranked.

However it does take time to watch all the videos and implement them. I was thinking to hire someone to watch videos and implement them... like a techy high school student or a intern that is studying digital marketing... 

Any suggestions on the best profile to hire to watch SEO tutorials and implement all the ideas? How many hours / week should it take to watch tutorials and implement every advice?
