Finding a Contractor for Estimates

Hey guys I am new to Real Estate Investing and I am currently using wholesaling as my number 1 strategy. I wanted to know what is the best way to go about finding contractors to get quotes for rehab work? I am new and don't really know how to calculate ARV for properties effectively. I addition to this issue I wanted to know should I have the properties I make offers on inspected prior to me making the offer or wait until I have a signed contract.
