Open to Owner Occupants-First Look

Hi BP! I was trying to get some feedback on how fellow investors feel about first look programs. I have been running into a lot of First Look programs, which I understand that it is only open to owner occupied bids for a few days/weeks before investors can bid. I don't mind the program, it is more that I am having a suspicion that investors might be lying and saying they are OO in order to win the property. For at least one or two properties I know for sure they were bought during the first look opportunity. I am keeping an eye out to see if they are put up for rent in a few weeks. I am wondering how other investors would feel if they did find out that investors in their area were lying and claiming to be owner occupants and then putting them up for rent? I understand this can be very difficult to uncover, but what if they knew with more certainty it was happening. I have heard that these programs are starting to fine investors, but I have not actually seen it. Is there anything that can be done? I would like to know what you all think. Take care.
