Travel Oriented Community (TOC) Incentive

I have a building on Wilshire in the Miracle Mile that falls into the Tier 4 category for the TOC. Has anyone here worked with the city on this? 

The current building is a mixed use retail/commercial building and I am considering tearing it down and building retail/office/residential or retail/residential. Is the incentive worth is or since it is zoned as C4 it may not be worth the incentives? 

Any recommendations on who to talk to... Loeb and Loeb or Craig Lawson or anyone else?

Any ideas on construction costs per sq foot?
