Convert a duplex into a triplex in LA

Hi guys!  I own a duplex in Los Angeles,  I would like to build a 1 bedroom apartment in the back of my building over a garage  Currently the duplex is in Zone R-2.  What are the steps to go to get zoning for Zone R-3?  Has anyone have any experience with this?

Go down to building and safety, talk to someone in planning and ask if you can get a variance to build an additional unit. If it's possible you'll have to submit plans and I believe the process takes a while. 

Hopefully someone with more expertise can elaborate.
