Per the HCIDLA the allowable rent increase is tied to the Consumer Price Index (CPI). All this means that rent can only be increased 3% - 10% every year for rent control units. This year (July 1, 2019 to June 30, 2020) rent can be increased 4%. 

Regarding Airbnb, the homesharing ordinance was announced about 7 months ago which effectively bans short term rentals in LA on July 1st, 2019. At the moment it's unknown how they're going to monitor it and if what they do will actually prevent people from running Airbnbs. 

To answer your question I would say LA did not go wild with housing rules overnight, they've been going wild for years!

Typical app should look something like this: 

Application 

Proof of Income - 3 months worth, can be pay stubs or bank statements clearly showing all deposits)

Proof of Funds - Current bank statement 

Copy of ID

Any photos of pets 

Any additional info such as a letter of employment/contract if starting a new job plus anything else you want 

The CAR lease is fine, it's packed with terms that generally protect the landlord. Make sure you include the bed bug addendum, lead addendum, mold addendum, water heater/smoke detector addendum, plus any other ones relevant to your property. You can also create your own addendum and add specific terms/rules. 

Regarding tools for rent/managing the property, Cozy is very popular and seems to be a favorite amongst landlords I work with.

I think you're better off asking a buyer's agent for a discount or some percentage of the commission to be applied to your escrow/title/closing costs. A listing agent will not negotiate a better deal for you when their primary job is to get the seller as much money as possible.

Check out Baboudjian Properties and speak to Jack. It's the one property management company that I deal with that's very responsive. Keep in mind that I'm an agent and not a tenant so I'm unsure of how responsive they are when it comes to tenants but their Yelp page would suggest they do things the right way.

I'd advise against getting a property management company, especially for one unit. Get the Cozy App and manage it yourself and hire an agent to rent out the vacant unit anytime you need that. Cozy will make collecting rent and handling complaints, maintenance issues, etc. very easy.

That will cover the big three that give the most hits. There are countless other rental websites but I wouldn't bother with any of them.
