Grow house and the eviction moratorium

Hey guys, I need some advice.. I'm living in Ohio now working on rehabbing some units out here. While out here I rented out a 3 bedroom house that's part of my duplex in Boyle Heights last month. It was supposed to be a Vietnamese family but some young Hispanic guy moved in. He blocked the bedroom windows with reflective material and the neighbors suspect it is a grow house. When I texted the guy on the lease, he said that it was his friend and he will be moving in "soon" What are my options? I know we have an eviction moratorium but 1. Guy who moved in is not on the lease. 2. 99% sure is a grow house. I should have known something was wrong when the person who picked up the keys didnt even wanna look inside.
