Is it difficult to refinance a home with a ARV under 50/60k ?

I'm focused on doing a BRRRR this year in a different market than usual & I got this example out of the BRRRR book where he said he sold a house in Arizona for net of $65k & then bought & rehab a house in Florida for 65k I was just curious if someone did this under that would they be able to get a bank to refinance taking that the loan would be under 50k ? ( for a house with a ARV of $70k )
