Sending Text Messages From Spreadsheets!

Does/has anyone used any add-ons for Excel or Google Sheets that allow you to send text messages out from the spreadsheets? I am working with a couple spreadsheets I have received through open records request with local municipalities. One city in my area will share phone numbers too (gold). The last report I received had 1,800 phone numbers. I know it can be done and I am researching a few options. However I wanted to see if anyone here has any input.  

The goal is to put together a couple sentence script, that populates certain information from cells within the spreadsheet.

Hi there @Vance Wyly, I don't know if you have found the answer to this question yet, but I know there is a system called Call-em-all that lets you call and text a group of people the same information. The website will show you how to setup your excel spreadsheet to use it on their platform.
