After repair value (Arv)

What is the best procedure to calculate arv when analyzing a potential BRRRR deal? Is this done before due diligence with a contractor or after due diligence ? Should you have to pay for quotes before you really know if it's a good deal or not? Really can't wrap my head around the step by step procedure. Please help!!
