Paying Bird Dogs in New Jersey

I want to start using "bird dogs" for my business in New Jersey and understand that there can be a gray area in regards to paying them. Can anyone help suggest some ways that I can pay them in New Jersey that will keep me from getting in trouble and it not be considered brokering.
