Can I charge a fee as a project manager without GC license?

I have a couple of leads (owners of local houses that live out of state) that may want to sell their houses, but they have HOAs and I don't want to hassle with it. I'm not an agent, so I can't list the property for them.

I do have some experience with managing contractors, but I'm not a contractor myself. I do have some cash I could lend for doing rehab work.

I'm wondering if I can offer my services as a project manager and help fund the rehab. I would pay for the rehab and charge 20% of that cost, minimum $5,000 as my fee. The fee and any money loaned would be due within 60 days.

Trying to get creative in a very competitive market. Your thoughts?
