Earnest Money Deposit??? Is it Necessary??

I have a POF, however the realtor I am working with stated that inorder to submitt a odffer I will also need cashier's check of @ least 3% to make my offer stronger....Is this true??? I thought as long as you have a POF letter you could submit offers. I have four deals I am trying to make happen all in So Cal (Southren California)... Can some one please sned some advice on this issue...
