Bandit signs in Utah County

So I called the Local Planning Commission and one guy said I needed to purchase a permit. He then transferred me to the guy to get the permit from and that guy said that bandit signs or any for sale signs that are not on or near the property are 'ILLEGAL.' I am pretty bummed because I see them off of freeway exits and I am just confused about the whole thing. I know bandit signs work. I just do not want to put them out and get a ticket or worse, arrested. Any other effective marketing ideas???
