Any Hagerstown developer exerts in the house?

I have a decent apartment building in Hagerstown Maryland with a nearly useless garage. Before I put together a research team I need to gather info from some who are more familiar with how things work there. That garage is a waste of space in my book. In DC it would be a no brainer. It would be a condo conversion in DC but I see none in Hagerstown. If I knock the garage down or not,  its enough room to build either way. I may be able to put together another multi unit. If you can build up like in DC, it can be condos. Hopefully something can be done depending on city regulations. I was just  wondering if anyone has expertise here. Id have to sub divide it away from my property but it can be all worth it depending on how or if it can be done!
