If I was to purchase a property all cash, is there anyway to get that money quickly similar to doing a cash out refi?

@Marc S. there are some things here that will impact the answer here but let's assume for a moment that you can qualify for loans - then a cash out refinance can be accomplished after you purchase a property.  Will take something like 4 weeks to 2 months depending on the lender and loan type but it is possible to do without waiting - as long as you qualify type of thing.
