Fourplex Development vs Investment

I didn't see any current forums on this topic so I thought I'd start a new discussion to get some thoughts on fourplex development vs. Investment in the Texas Markets.  I'm in houston and come from a development background, so feel more comfortable on that side of things.  However, I recently lost my job and am looking to start my own gig but wondering what thoughts were on whether to look for land to develop or look for an existing fourplex to invest in.  Is there legitimate opportunities for investment in the Texas markets for fourplex and small multifamily?  Which market/submarket should I pursue for my first deal?
