Title insurance on tax sale property

Hey everyone, 

I'm planning on buying property at Philadelphia tax lien/tax delinquent sheriff sales. I know that a title company won't touch a tax sale property for at least a year, but will they insure at all? I've been reading the forum and some people have said that the only real option is an action to quiet the title. 

Has anyone been able to get a tax sale property insured without waiting 21 years or quieting the title?

Philadelphia's tax sales are held as sheriff sales, not as Tax Claim Bureau (TCB) sales. So look for the posts that discuss the situation you would experience, and don't pay so much attention to the situations faced by those purchasing at TCB sales.

I have sold a property purchased for unpaid taxes at sheriff sale in the suburbs, and once the redemption period passed title insurance was available.
