Is this a violation of "no pets" or housekeeping :)

Sometimes when landlords have posted regarding tenants having insects in their units, someone facetiously posts that it is a violation of "no pets" to have those critters.

So, I was watching a show on TLC this week, and an episode included what is in the link below. So if that were your tenant, would you consider that a violation of "no pets" or housekeeping rules, or both, or something else in addition?
