Private Platform Cap on Returns?

Has anyone heard anything related to this - the Feds, through the SEC, is planning on capping the returns on private platform investments? Supposedly it hasn't happened yet, but it is in the works or at least proposed. Someone I am dealing with in a private platform investment mentioned this to me, but I haven't been able to find any info on it.

I wasn't sure if it somehow was included in the banking and mortgage reform legislation that passed the House of Representatives but hasn't passed the Senate yet. If it is, is there a specific area of that bill that speaks about the cap?

Does anyone know anything about this or has heard about this? Any additional information or a direction to look to research further would be appreciated!
