Section 8 SSCHA not picking up

I've been trying to contact section 8 - SSCHA and they don't pick up the phone in Illinois. http://www.sccha.org/documents...  

Does anyone also have tried reaching out as a section 8 landlord and they didn't answer? I have emailed them several times and they only answered once. How can I resolve this issue?
