What would be a reasonable price be for Fulton County Pre-delinquent currently unpaid property tax leads?

So properties that still have not paid their property taxes, and will become delinquent accounts.
The lead information would include all of the assessment info, tax balances, owner info, property addresses, property type, etc..

What should they cost without phones / emails  and with phones/emails?
