Help with abandoned home

While driving for dollars, I came across an obviously abandoned home. I have been trying to find the owner but no luck getting in touch with the person.

While doing research on it, I found that the taxes haven't been paid for a couple years. It's the smallest home in the neighborhood at under 1000sft but has a possible ARV of 120-130k.

I would like to take this on as a project but my credit and funds are on the lower end. I am looking for advice on what to do next.

Is there a way for me to take this on if I can not find the owner?

Since owner is absent, is this a dead end?
