Decoding zoning info in New Castle County

Does anyone know how to find out more information about specific zoning codes in New Castle County, Delaware?  Trying to confirm if a multi-family is legal or not and the zone on the parcel is "17RMX1 - Mixed Use Residental".  I searched the county website for a while but couldn't find a key or description of what each code means.  Does anyone know where to find this information? Or, does anyone happen to know if this is a valid zone for a multi-family property?
