New to Real Estate Investing looking at PA market.

Hi all, I am new to the Real Estate game, and learning as I go. I am going to be focusing my efforts in both flipping and acquiring rental properties when a good deal presents itself. I am also going to focus in the PA market specifically Scranton, PA but not opposed to other areas. Is there anyone with some insight on the market in Scranton/and PA area? Is it going up? What area in scranton are worth investigating? What strategies work well there? Also Financing, what are some creative way to come up with capital? I had a strategy to use my VA loan, but an issue came up, that made me go back to the drawing board. Any feedback would be appreciated.
