Absentee list questions

I've been watching videos on how to wholesale and I was wondering if anyone can answer just a couple of questions.

1 - When sending postcards or letters to in-county and out-of-county absentee owners are the postcards/letters going to an address where no one is currently living? If they're an absentee owner it would seem that they're living in their own house and the mail is going to a property that they own but don't live in which would mean no one is reading the mail or it could be a while before someone reads it.

2 - Is there any legal recourse I would face if I get a house under contract but can't find a buyer by the time the contract expires?
