What's the best place to start

I'm an eager new RE investor with limited $. I have about $40k which I'm willing to use to start my investment career. I live in NYC but I'm willing to invest anywhere in the country. Which part of the country has the best opportunities for a small guy like me to start with 1 or 2 small multi family deal to buy and hold or to flip.

@Pascal Arthis one of the best ways you can start is to find a multifamily for you to owner occupy. Provided you have the income you can use an FHA loan to only put down 3.5% on a multi. Your $40K can go a long way in making that happen even in the NYC area.
